A Tanzania deputy minister may still be drawing a salary from Botswana government almost eight months after he returned to his native country. Authorities were this week sent in to a frenzy at the shock revelation that Dr. David Mathayo David (37) who was employed as a lecturer in agriculture at the Serowe College of Education, was in fact paid to fund his political campaigns last year.
College Principal Caiphus Dema said they did not know that David was involved in politics. "What we know is that he went on a three week sick leave last year in June. He said he wanted to be close to his family. When the leave was over he applied for an extension a number of times saying he was still very sick," Dema said.
A reliable source has alleged that David is still on government payroll. "He is still getting paid as he is still considered an employee of the college," she said.
Nevertheless, Dema said he doubted that David was still getting paid. "He said he was considering resigning as he was too sick to work," Dema said. He said when he did not return, they went to his house sometime last year to reclaim the school furniture. "It did not appear as if he had left any of his belongings," Dema said.
David became a Member of Parliament for Same Magharibi (West) constituency under the ruling party, Chama Cha Mapinduzi ticket after the October parliamentary elections. He was subsequently appointed Deputy Minister of Industry, Trade and Marketing December 28 last year.
Approached for comment, the Teacher Service Management (TSM) referred us to the Department of Teacher Training and Development.
The Deputy Director, Tebogo Mongatane, requested a questionnaire last week saying she feared being misquoted.
She had promised to answer the questionnaire as soon as it was sent. Nevertheless, a follow-up on Friday afternoon found she had 'other important obligations.'
On Monday afternoon she sent a response advising us to "direct these questions to TSM, who are employer and are responsible for all employment matters affecting teachers."
Efforts to reach David for comment proved futile.
